Seorang pria berinisial K alias Kevin diduga mengeluarkan senjata api jenis pistol dan melepaskan dua kali tembakan di tengah keributan.
Menurut keterangan MT alias Michael, insiden bermula dari persoalan jumlah orang yang diizinkan masuk untuk menjaga pembakaran karbon. Awalnya disepakati lima orang, namun di lokasi hanya diperbolehkan dua orang masuk. Adu mulut pun tak terhindarkan.
“Saat situasi memanas dan terjadi cekcok, tiba-tiba K alias Kevin keluar dari rumahnya dan langsung melepaskan dua kali tembakan. Terdengar jelas bunyi selongsong jatuh ke lantai dua kali,” ungkap MT.
Tindakan tersebut dinilai sangat berbahaya dan mengancam keselamatan banyak pihak di sekitar lokasi.
Aktivis pertambangan Deddy Rundengan mengecam keras dugaan aksi penembakan itu. Ia menegaskan bahwa penggunaan senjata api tidak bisa dilakukan sembarangan, apalagi dalam situasi konflik terbuka.
“Ini bukan film. Senjata api ada aturan ketatnya. Kalau benar ada tembakan dilepaskan di tengah keributan, itu sudah sangat serius dan harus diproses hukum,” tegas Deddy.
Secara hukum, kepemilikan dan penggunaan senjata api diatur ketat dalam Undang-Undang Darurat Nomor 12 Tahun 1951 tentang Mengubah “Ordonnantie Tijdelijke Bijzondere Strafbepalingen” (Staatsblad 1948 No. 17). Dalam aturan tersebut, setiap orang yang tanpa hak memiliki, membawa, menyimpan, menggunakan, atau menguasai senjata api dan amunisi dapat diancam pidana berat, bahkan hingga hukuman penjara seumur hidup atau maksimal 20 tahun.
Selain itu, penggunaan senjata api oleh warga sipil juga tunduk pada perizinan ketat dari institusi kepolisian, termasuk pengawasan dari Polda Sulawesi Utara. Jika senjata api digunakan untuk mengancam atau menimbulkan ketakutan di ruang publik, unsur pidana bisa semakin berat.
Deddy menegaskan, pihaknya dalam waktu dekat akan melaporkan secara resmi kejadian ini ke Polda Sulut dan meminta penyelidikan menyeluruh, termasuk menelusuri legalitas kepemilikan senjata api yang digunakan.
“Kalau benar ada dua kali tembakan dilepaskan, ini tidak bisa dianggap sepele. Aparat harus tegas. Jangan sampai hukum kalah oleh aksi premanisme bersenjata,” tegasnya.
Masyarakat pun berharap aparat penegak hukum segera turun tangan untuk mengusut tuntas dugaan insiden tersebut demi menjaga keamanan dan mencegah konflik horizontal di wilayah pertambangan.
